How do you tune a linux kernel

I can't really find in information on this. I am running Red Hat Advanced Server 2.1. We are installing oracle 9i on it and some kernel parameters need to be checked or changed. How do I check them and change them. This is what I need to check and possibley change.

Core File Size
Data Seg Size
File Size
Max Locked Memory
Max Memory Size
Open Files
Pipe Size
Stack Size
CPU Time
Max User Processes
Virtual Memory

Any help would be greatly appreciated.
