How do you select all results starting with a #?

Well, the question pretty much sums it up... of course I can get results starting with any given letter using:

"LIKE 'r%'" or whatever... but how do I fetch all results that don't start with a letter??

Could anyone offer some advice here? Thanks...

where substring(c from 1 for 1) not between 'A' and 'Z'
and substring(c from 1 for 1) not between 'a' and 'z'
