How do you pick good web hosting

Hi,

This isn't really a programming question but I was hoping to get your opinion on how to go about picking good web hosting. I'm trying to get a site with a fair amount of traffic to work consistently and we keep coming back to issues with the server being down and users not being able to get to the site.

Is the only option to get dedicated hosting?

this is discussed all over the internet as well but usually by someone who is selling web hosting. I read an interesting article on the subject that broke down what is really meant by 99% uptime.

the series of 3 articles ends with a method to use 2 cheap hosting accounts to arrive at or near 100% uptime.
