I've nearly finished my movie and have relised that a pre-loader is requred.

Is there a way to select all the layers and move them forward by say 25 frames.

Thanks in advance

It would be much easier to simply add a new scene (to hold the preloader), and shift the scene order, but inserting some frames should also be possible.
With the mouse button held down, drag the first frame of each layer to frame 2 position, thus clearing the actual first frame. If you want to keep the same lenght you had, simply select frame 2 of each layer, and press F5 once to insert a frame... Works wonders with tweens & al.
Once that done, shift->select the first frame of each layer highlighting them all at once, and then press F5 for the number of frames you want to add. Locking all the layers previously might of helped, but it should work anyhow!

But really, adding a preloader scene would be the easiest!
