How do you modify pda for foreign country use?

HI,
This seems like a strange question........ but i have heard that you need additional software for using a pda in different countries. Where could I find out about that? ...

and where can i find out about the same issue of foreign country configuration for retrieval of email for pocket pc's and laptops.

I thought you just had to reconfigure the local numbers that dial and use a special hardware adapter. But someone said there is special software. Say for instance for traveling and staying in Italy, Turkey, England etc.
