how do you make a photo into a cartoon type?

I need an instruction on how to turn a normal photo into a cartoon.

Also you can blow the image up 300 % and using the brush and air brush you can trace over the image in a new layer to create the hard lines in a cartoon then using the filters to get the effect you want.

Hi,

To get that cartoon effect you will want to import your images into a program called Illustratro and use the pen tool to trace over the image and vectorize it. That will be your best bet to make a good cartoon image from an image.

I meant Adobe Illustrator. Although you could also do this in Photoshop using the pen tool too.
