How do you make a navigator window?

I am planning to have a large size website (2800x700) and I am planning to add a small navigator box that the user will use to pan from one side to the other. I basically want to double or triple the action of the users movements while he clicks inside the box (ie. if the user clicks and drags on the navigator window and moves 1cm to the left the movie behind it will move 10 cm to the left).

If you go to my unfinished site ( you will see a small empty orange box inside a large one (these dont work obviously) in the bottom left of your screen. I want the user to click the small box to move around in my site so that when they click+drag from the right to left within the box, the image behind it will move from the far right to the far left (and up and down respectively). I want the small box also to be contained within the larger one at all times.

I wanted to save the user from just click+dragging so much just to get from one end of my site to another.

I can feel that the code is on the tip of my brain but I just can't get it. Please help!
 
Thanks billwatson. It is exactly what I am looking for. But being an ameteur flash user, I cannot seem to find out how to install the component. If I click on the .mxp file it comes up as code and the .zip file is only a description of the component. How do I install the component?
