How do you keep One to Many Relationship with Parameter Field

I have a "Left Outer Join" SQL statement linking an "Apartment" table and "Resident" table from an Access Database.

The report runs fine in Crystal Reports, it prints all apartment numbers out even if there are no residents for that apartment. However, when I add a date range parameter to the report and the report selects the correct "Residents" by date it no longer displays the "Apartment Number" for the records without residents.

Does anyone have a solution?
