How do you eleminate an orphaned Group header in a report?

An Access 2007 Report has a Group Header which is being orphaned at the bottom of the page of some pages, but not all pages of the report.

I have set the Group header property for repeating for a new section on the next page. This is working properly, even when my group header is orphaned on the previous page.

All my section headers are set to "Keep together" Yet, I still get the orphaned group header on some pages.

I have tried the following property settings in the group header with no success:

NewRowOrCol = BeforeSection
RepeatSection = True (or yes on the property page)

Any suggestions?
