How do you edit a PDF document??

I have a pdf document created by an ex employee. It does not allow editing or highlighting/copying text. I need to be able to copy all the text into a text editor (it is 200 pages long).

Obviously it's encrypted somehow - is there a way of getting round this??
 
Do you try to save it as a word file (using Save As). If that doesn't work well, do you have OmniPage? It does a great job of OCRing pdf files.
