any number of ways ...hard to say much without seeing an actual site. one thing is for certain...the box is on a separate layer from the object(s) moving/panning. It could also be some sort of mask in a movie clip.
looks like they may have used a mask layer(the box) and the church on a layer underneath moves with a simple motion tween.
basically create a new mc with 2 layers... right click on the top layer and select mask. This is where you would put your box or whatever.
put the church or your moving item on the second layer using motion tweening if you want it to move.
note: all objects must be on separate layers so if you had a bird flying by and a boat drifting by as well you would need 2 layers other than the mask... one for the bird and another for the boat.
after you are done with the mc simply drag it from the library onto its own layer on the main timeline or into another mc if you wish.

i think that might even be to much work jeff..the flash movie is in a frame or table..all you have to do is tween the picture all around..not even worrying about what's hanging over the edges of the movie..won't be seen anyways due to the frame or table it's in..
