how do you change the region after programming is complete?

for some reason, my tda30 thinks its from Brazil.(region 003)
I cannot seem to find where I change this setting. I also tried resetting the system and re-programming it however it comes back with region 3. I also re-installed the maintenance software but still region 3.

I've seen that when systems have been upgraded incorrectly. Only way I've ever fixed it is to get a copy of the CORRECT files for the SD card and default the system with them.
