How do you call Common Dialogs in PHP

Please tell me how to call common dialog boxes (the Open and Save are the ones I am really interested in) in PHP

That's not a function of php, it runs server side. It is the function of the browser to open those when appropriate.

OK. I'm trying to have the user select a file and the name of the file will be stored in a nysql database. Can you tell me how to call the Open Common Dialog in the HTML?

The only way you can do that is if you're going up upload the file.
