How do you block international calls? 1

I added 011 to disallow list 7, then assigned list 7 to all the extensions but they can still dial internationally. There are not any "allow" lists assigned. Am I missing something? We have a Merlin Magix 2.0 with POTS trunks. We are using the ARS table to dial out.

Raise the FRL of the Dial-0 ARS table to 4 and no one will be able to dial 0 or 011.
