When you assign the line to the set, set it to RING ONLY.
That way, it actually does not assign it to its own button, but actually rings in on an intercom path.
First thing, I need to find out what your system and software level is. Older systems did not have the ability for RING ONLY.
You can try going into
FEATURE ** 266344
266344
Hopefully it will say Terminals&Sets
if it does, hit SHOW
Type in the set number that you want to look at
Hit SHOW it should now say line access.
hit SHOW it should now say Line assignment
hit SHOW then type in the Target line number of the line in question, or hit the SCAN softkey until you see your target line.
Hit the CHANGE softkey until you get the RING ONLY prompt.
I can't remember if it says Terminals & Sets, but I don't think so...
The manual (admin) is ICS T1 R1.
The tag on the unit says:

Why do you not want the target line (DID) to be on a button instead of ringing in on an intercom key? I might be missing the point of what you want to achieve.
Your first target line will start with 081 if that helps.
This is a financial office, all of the reps phones have the 4 inbound lines on their sets. They each have a did that rings on the intercom key. In this case, a rep was added, I'm trying to mirror the others.
Part of your problem is that your manual does not match your system.
With your software, there is no prompt to set a line to RING ONLY, sooooooooooooo it must be getting to the set by PRIME SET for the line being set to that extension number.
Not a problem.
Go into CONFIGURATION
FEATURE ** 266344
266344
SHOW
At this point, select a target line that you know is working on one of the other sets.
Do a SHOW then keep hitting next until you see LINE DATA
Hit SHOW
Hit NEXT 2 times (I think) until you see the prompt
for PRIME SET
HIT SHOW
It will probably list the extension number that it is ringing on.
Just set your new one up the same way.
Pick a new target line, make sure it has REC'D number programmed for it under the programming heading of TRUNK DATA.

BTW, I stumble on the Option 61C. Too many loads for me.
Started to quit for the day, but this one has me bugged.
The reason you are having the confusion is because of that Admin. manual for ICS T1 R1, and you are working on DR-5.
Now I know why your target lines are starting at 121 instead of 081. No wonder you think the Option 61 is easier.
Are the other 4 lines that are assigned to each set all the same ones?
If so, you can just do a set copy, (maybe you already did) then we can get that target line working.
