how do you add a banner to ftp?

when logged into to an ftp server. i want a banner to be displayed. in /etc/ftpacces the message is referred in /welcome.msg but i dont know where thats at.

How do i make my own banner messages?

Sorry bout that, im running Wu-ftpd 2.6.1 (i think thats the version).
