how do they do that?

Can't be 100% certain but I'd guess that it's a movie clip that runs in a continuous loop. I suspect that if you watched the clouds long enough, you'd see them "recycle" and in the same pattern.

There's always a better way. The fun is trying to find it!
 
Yes, basically some looping movie clips... A little more complex than just one background loop though. Notice the shadows on the buildings and the clouds in reflection in the car's windows...
 
Yes that is what I mean; the shadows along with the clouds, how is all of the done?

First of all, all the clouds move together. You could have one MC with clouds that slowly pans across the screen.

The shadows are probably black 50% opacity shapes, which have been blurred (with the Soften Fill Edges) tool), and have been masked in the shape of the buildings. They are also MC's that pan around the screen.
