How do outgoing calls route when a user dials 1+NPA or 1+NXX ?

Nortel Option 61c, I am looking at LD90 NPA and NXX lists, If a user dials 9+1+(Local NPA)from what I can tell by looking at RLI VS DMI,it uses DMI 0,or no DMI table. Now when a user dials 1+NXX from that same local area code it uses RLI 5 which uses DMI 20 that adds the LD code for the LD provider we use.
So what happens to the first call ? since it appears to me that no DMI is applied to it?
I am assuming if it goes through and it does, my local carrier pick it up and bills it as a local toll call if it is out of the LCOS bands?

1. Print the NPA 1-XXX or the NXX XXX in LD 90, that will tell you what RLI it points to
2. Print the RLI in LD 86 and that will tell you what route it points to as well as the DMI Table
3. Print the DMI Table in LD 86

It would appear that who ever set up the BARS set it up so that however the user dials the call it goes through, whether with the NPA or without.

You have to have a different RLI to insert a different DMI table
 
I have been updating the RLI's and DMI's cleaning this up, so one of my questions is can I trust the information on the local calling guide website ?, its a great site and have been using it to update my NXX's.

I am adjusting the NXX's like this.

1. All local calls use RLI0=FRL0=DMI0 low NCOS extensions can make local calls.
2. Calls within the 22 mi. Radius set to RLI2=FRL2=DMI0, Extensions with NCOS2 or above can call local and LOS (LOS calls are capped at $25.00 no limit on number of calls)
3. All NXX's over 22mi go through my LD carrier.(LOS (Local Optional Service) that's why over 22mi.) use RLI8=FRL2=DMI8(INST101(LD PIC Code, and 337(my Local NPA), phones NCOS 2 and above can make these calls, also I left this so if needed can raise FRL.
4. All NPA's use RLI5=FRL3=DMI20(INST 101LD PIC Code)
