How do I view web banners on my desktop?

How do I set a web banner to my desktop with out the window around and without being in imageready?

I know its possible on a mac but now I have a PC.

Does anyone know if what I'm asking of even psooible or am I thinking of a dofferent program other than ImageReady.

Any thoughts would be apricated.
