How do I view a "tab" file in Windows?

I would like to view the 'amqclchl.tab' file (binary) on the Windows platform. On UNIX , I use 'strings' Is there an equivalent command on the Windows platform?
 
Right click it and then use "Open with"

Visual Studio opens it up in Hex dump format. If you haven't got VS then try ISPF/PC. Other than that...I am not sure what you can use....neither Notepad nor Wordpad produce anything sensible.

You can view the file using notepad as the other fellow says. You can usually find what you need IP's and Qmgr names in the midst of a piles of mostly empty spaces, and some nonse characters. I have done it this way for years.
