How do I use SelfCert or MakeCert to stop Enable Macros msg in Excel97

I know I can set the security settings lower but I don't want to do that if I can avoid it. I also don't want to just tell my users to just ignore it either. I cannot find anything about how to use either of the above programs which are installed in the Microsoft Office\Office folder.

Any help would be greatly appreciated!

The certificate is available since 2000 version, so will not work in 97.
