How do I track users?

Management would like to track users when they change files in the event someone tries to maliciously alter data. I would like to know if Windows server 2000 or 2003 is capable of logging or in a lournal what users & when files are modified???

Turn on auditing.

Does it save to a log or journal? Are the files large? I currently use Novell but am looking for an reasons to switch over to Windows...This might be the golden oportunity...Thanks
