How do i setup a VPN

I am totally new to VPN's, and know nearly nothing about it. My boss has asked me to re-design his network. He has a company in the USA, Germany and Spain. He has given me one month time to find out information and apply the changes.
If someone could give me a good site where all the basics of "how to setup a VPN" are. please respond to this message. The only thing I have heard about VPN is that it runs over the internet and is totally secured up.
Please reply with some helpful information.

Are you running Cisco routers at each location, also have you been given a budget to work with? I setup VPN's for my company currently using the CSICO VPN solution using IPSec Tunnels, it's been a good solution for us.

You could set up a nice vpn with Win2k although im working on some issues with the dns but hey what fun would this be if it was all plug and play I worked on a nice set up with a cisco vpn also nice a bit pricier not much of a speed difference although im sure wiuth large amounts of client connections that would be a factor the price range for a cisco vpn solution could be quite steep if you need more than 4 tunnels at aq time although using both solutions (server tunels to server tunels) if that makes sence could prevent you from having to get the outher pricier cisco vpn "box" regardless im sure that the security would be better with the cisco way im not going to mention ne outher possible solutions cause the outher solutions arent worth mentioning
