How do I set up exchange to allow emails in multiple languages?

When we had our Exchanged server set up we dealt with strictly english emails but we now need to be able to handle incoming and outgoing emails in Chinese and in the future will need to accept several other languages as well. We can view chinese and english web pages properly and we seem to be able to send and receive emails with a chinese subject but the body of the message comes in garbled. I have found how to set ALL emails to chinese or ALL to english but we need to allow both. Does anyone know how to do this?
