How do I set the volume level of a background midi file on a web page?

I use Frontpage 2000, and I've created a website with background midi music, for example, this piece of code waas taken from outlook express themes, but based on the same code, but with a different file name:-

Even when I change the 'Volume=' Value the volume doesn't change, it's always at max, is there a way that I can lower the background volume on my web pages? Because I have had visitors say that the sound is too high.
