How do I set the password for a User?

Currently a member of the "Users" security group is able to logon using the User ID and not enter a password.

When I log on as Admin and attempt to change or clear a password for the member of "Users", a message stating, "Cannot Update. Database or object is read-only" is displayed.

How do I set the password for the User?

just by chance, is the mdw file read only??
