How do I set function keys the same for all users

I have a keyboard in a lab that has programable keys for "Internet", "Emial", "Shortcut", etc... How do I get the key settings set the same for ALL of the users that login? (In Windows 98 it was easy.)

The settings are set in a Control Panel. They work great when I login as Administrator. I just can't find a way to set them for "All Users" ... Any clues?
