How do I retrieve parameters form browser command/address line

I see in the address line of my browser, the web page address and sometimes I see additional information such as a source Id being passed.
It looks something like:

http://www.tek-tips.com/?spid=256

So, my question, how would I retrieve the whole line that was used to start the page and/or how would I retrieve the value '?spid=256'

This seems like a simple need, but I can not find any information on this area.

What server technology are you using? ASP? Just plain HTML?

I am working in a browser window that is built into an application.

This window is IE compatible, but only supports HTML and Java, so I am limited to those tools only, since that is what the application supports.
