How do I restrict user access

I need to allow some users full access to my system BUT
I do not want them to use the "rm" command
I do not want them to use the "cd" command

How do I restrict commands from genereal users (not all users) ?

there is a program made just for AiX for this kind of operations.
this tool is called SUDO. and its GR8!

Or you can set for these users the restricted shell, [tt]Rsh[/tt].

well, you can also make use of the acl command to restrict users or certain groups to that command
