How do I restrict user access

I need to allow some users full access to my system BUT
I do not want them to use the "rm" command
I do not want them to use the "cd" command

How do I restrict commands from genereal users (not all users) ?

 
Or you can set for these users the restricted shell, [tt]Rsh[/tt].


I hope it works...
Unix was made by and for smart people.
 
well, you can also make use of the acl command to restrict users or certain groups to that command
