How do I restrict Console1 users to only remote control their site?

I have 13 sites that each have Zenworks 3.2 running on their local server. I want the IT staff at each site to only be able to remote control their site's workstations.

I was at one of the site's last week doing their Zenworks install and while one of the IT staff there was logged in, I was able to remote control a workstation at another site. I assumed that if the user did not have rights to the other site's container that he would not be able to remote control them, but he was... How can I lock this down?

Does anyone have suggestions?
