How do I require user input in a cell, based upon another cell's value

Basically say I want to require a user to pick from a list of values (D2) if (B2) is equal to Yes. Can someone send me a file that I can look at that has something like this or may give me ideas on how to do this? Please send it to ryans@fuse.net. Thanks!
