If I want a trimmed print image of say 100mm x 50mm, I create an object 106mm x 56mm which includes a 3mm bleed on all 4 sides. I want the crop marks to appear 3mm inside the object area, but CorelDraw places them right at the edge.

How do I tell it to move the crop marks exactly 3mm into the object?

Set bleed limit at print time. Crop marks to object should be deselected so they print to the page. The bleed limit just neatens things up, it is not required if you drawing is bigger but extending beyond the page the required amount.
