How do I put a pop-up window over slices imported from Fireworks

I'm importing a site map from Fireworks that has a ton of slices with rollovers applied. I want to paste it into Dreamweaver and the apply a pop-up window that will cover an area where there are slices that have rollovers. <br>

What's the best method? I can't swap slices since that would make a slice inside another slice. It also seems sluggish. The rollovers are pausing before they "restore swap image".
