how do I modify magnification options?

With the magnifying tool chosen, using the mouse wheel to magnify an image is convenient but as soon as the image fills the screen this function stops and moving the wheel only moves the image up and down. I would like to be able to continue using the mouse wheel to zoom in and out.

Photoshop 'help' doesn't mention this method of zooming in and out. It does mention 'preset percentage' zoom but not how you can change it, which would also be useful.

Hm, I never encountered this problem. I don't think you can change the preset percentage, I hope I'm wrong.

You should be able to Zoom In/ Out to the max until the Magnifying Tool no longer contain a + / - sign. Once you reached this point, you are basically seeing the pixel rather than the image because you are extremely up close.

Sometimes, when you zoom in too much, your image tend to move up/ down. When this happen, use the SPACE BAR to pan the image back to your view. While holding the Space bar key, a HAND icon will appear, now use the left mouse to pan to the area that you want to see. Don't let go of Space bar until you decided to stop panning. Once you have the image right where you want it, you can continue to use the zoom command/ wheel button.

Tip:
Sometimes, the best way to zoom to a particular section is not to use the wheel of the mouse or the left mouse click to avoid the panning. In stead, while the Magnifying Tool is selected, make a selection by drawing a rectange around the area that want to zoom into. You will notice that image has been zoomed in and center too.
 
I think holding SHIFT and ALT when using the mouse wheel will do what you want.
always try Shift, alt and ctrl combinations.
