How do I manage Site Collection Owners in MOSS 2007

In some of the documentation for MOSS 2007 there is talk about Managing Site Collection Owners. I do not see this option anywhere in Central Admin. I can Manage Site collection Administrators. Let's say for example I want to setup the "Site Use Comfirmation and Deletion" which sends notifications to Owners of Unused Site Collections. Who are the Owneres? Are the Site Administrators NOW Site Owners n MOSS 2007?
