How do I make servers secure?

I have a WAN/LAN in a public school system which has servers running both NT 4 servers and Netware 5.1 Servers. All the Netware 5.1 servers are in one tree. I need to add a seperate server at 6 different locations to handle just student data, grades and etc. This data must be TOTALLY secure, hidden from inquisitive genious students, and locked so that no data may be changed. I am looking for suggestions as to how best to deploy these servers and what OS to use. Iwould prefer to use Netware 5.1 but have thought about the possibility of using 2000 server. If I use the netware solution, should these servers be in the existing tree or in a sperate tree. The servers will need to be accessible to administrators and teachers. I would really appreciate suggestions. thanks.
