How do I make it so users have to be in the wheel group to su to root?

I am running linux with openssh, I didnt see a place to set that in:
/etc/ssh/sshd_config


 
You read the man page for sudoers and read the example for making members of the wheel group able to use sudo.
 
Just throwing this out, someone correct me if they think they have a better solution..

I would think that you would have to change the permissions on the 'su' file in /bin/

I would probably make a new group and put those users in it.. Call like "sugroup" or something.. make sure to put the root user in it... then you need to remove execute status and read status from everyone except for the user owner and group users...
