How do I make an icon

I have made a database, and now I would like to make an application icon. I know how to put the icon in my db, but I don't know how to create one.
I don't just want to get my icom from somewhere else but to paint it myself. Are there any specific programs to use, and any given format?

The easy way is to go into paint and make a 32x32 pixel picture, draw your "icon" and save it as a bitmap. Now go and rename the .bmp that it creates .ico. Instant icon! Or you can go download the excellent IconEdit Pro which as advertised, only edits icons.. Take your pick.
