how do I make a photo using lots to thumbnails?

I want to make a poster using a lot of thumbnails. When you look at the poster from far back it is just one image but as you look closer you can see that it is made up of several hundred thumbnails. Could someone please help me with this? Thanks, Oliver

I think you'd go just about insane trying to do that in Photoshop. Here's some software specifically for that job:
