how do I make a photo into a cirle

Usse the preset shapes tool set to ellipse. Depress the Shift key and place the cursor near the top of one of the corners and left click and drag to the opposite corner.

Correction to my above post.

Use the lasso (psp7) set to ellipse instead of the preset shapes tool. Sorry for the error.

How do I change it to ellipse? The lasso tool says freehand also not like in photoshop.
 
O.K. so I got the photo into a circle although once I put it on I coun't figure out how to move the circle before I cut and pasted buy anyway, now everytime I try to paste it into another program (All I have at work is publisher it will not just give me the circle photo, it puts it into a square. How can I make that square transparent?????

Great cause I told you wrong a second time. It is the selection tool.

You can move a selection by choosing the Mover Tool and right click, drag the selection to a new position.

You might have an issue on this one. I don't know publisher so I cann't really help.

If you image is in a background layer, try promoting it to a full layer. Then do you circle selection. Next invert the selection and press the delete key on your keyboard. Then invert the selection again. Next try copy and paste into publisher.
