I have come across an X700 that is completely blank, as far as I can tell. The 8GB CF card does not appear to have anything on it. At boot, the LCD screen has a row of black blocks and never comes back with text. Safe mode bot has no effect. I have transferred ownership to myself and have access to al the software, so is there a way to load the firmware/OS from scratch?

honestly, the best place to ask this question is on the user forums on the WatchGuard site. the techs on there are very good and should be able to get you squared away.
