How can I tell what the CIR and speed of frame relay circuits are supposed to be for Cisco routers? The routers don't have bandwidth statements so I'm trying to find a way to see what's coming from the provider?

The servide provider will provide the info for the given circuit.
Do you suspect subrate performance from the provider? If so, you can initiate a trouble ticket and request they verify dtatrate from the smartjack/LIU.

Bandwidth statements don't necessarily tell you anything, either. You can make up any number there that you want. The router uses them for routing decisions, but they're unrelated to the actual bandwidth.
