How do I know what permissions a folder is made with

Hi,

I have started to develop with livelink recently and I have a problem with the permissions of the folders I'm creating.

Where do I put the permissions of a new folder I'm creating?? Can I change it in Java that I can create all the folders with the public access whit all permissions?
