How do I install redhat 8 without ISO images

I have a copy of redhat 8. The copy is not in the iso image file format. It is the indvidual files in each of the folders as downloaded from an ftp site. How do I install linux from these files ? All the documentation I find is for an installation from iso image files.
 
You can choose installation from filesystem or from ftp server. Boot from diskette which can be found on RedHat's site (there is image of it somewhere; you have to use rawrite or similar program to use it).
 
Do you not have a CD writer? Which OS are these files on?
