The number of rings before the automated attendant is controlled by the phone system, not the voicemal.
If you have a Partner ACS, R3 or later, it is #506-(1=Day/2=Night)-(Line Number)-(Number of Rings from 0 to 6)
If you have a Partner Plus, Partner II, or Partner ACS R1 or R2, it is #506-(1=Immediate or 2=Delayed)
AND, Immediate is 2 rings, Delayed is 4 rings, because Caller ID comes in between the 1st and 2nd rings, and the designers wanted you to be able to capture it if you have that feature enabled.
If your ACS is R4 or higher then you get both name and number on display phones with 2-line displays. If you have R3 or lower you only get the number, but you can use an upgrade card to get this feature (plus more).
Caller ID Name Display (F16) should allow you to toggle:
Press F00 on the extension you want to program, then press the button you want to program it on, then press F16.
When it is turned on, it will display the name, when turned off, it will display the number.

If it's broke, try to fix it..
If you can't fix it, get yourself a good baseball bat and swing away!
