How do i find out what is using SNMP on my PC??

Ok, down to brass tacks, I have absolutely no knowledge of what i've got myself into here so please be gentle.

Im a telephone engineer and currently work on the Toshiba suite of telephone systems. I am currently having problems using my admin program to connect to my systems. After consultation with Tosh Tech Support, they informed me that the SNMP port on my laptop is currently being used by another program. My question is this, how do i find out what program this is and how do i stop it from using the SNMP port.

open the cmd window and do a netstat -a and you will get a list of all ports in use. SNMP uses 161 and 162 normally
 
I've now done a netstat -a command, i didnt get a result which noted port 161 or 162 but one result did come up like this:

UDP COMPUTERNAME:snmp *:*

How do i find out exactly what *:* is and how do i prevent it from opening my snmp port?
Any help once again greatly received

use "netstat -ano" or "netstat -ao" it will add an extra column with the PID of the process that uses the port. Once you know the PID, you can use "taskmanager" to find out what it is

You could use tools like sysinternals' (now microsoft) "process explorer". This is a super "taskmanger" and it also can give you the processes attached to a port
