How do I create texture on a path? Example shown.

Hi. I seem to need this on a regular basis. But so far I have not found any program or words to describe what I need. So here is an image:

I want to apply texture (1) to vector graphic (2) and end up with result (3) But this never happens, I always end up with (4)

ie. I want the texture to follow the path of the vector. Sometimes these vectors can be quite complex, like for example if it has been converted from text. I have tried in PSP 8, Photoshop 7, Corel Draw 10. Spent hours combing forums, searching google, reading program help files, but no success yet. Anyone know how please?
