How do i create an online forum using PHP?

An forum with PHP could be a very simple or a very very complex application. For the simple version, look at filesystem functions for php :
You could use many of these functions in a very simple feedback forum to edit existing text/html files to include each visitor's posts. I would not use this type of system if you want more complex issues such as individual user profiles, logons, post editing, more forums that just a handfull.
If you want these more complex features, take a look at these PHP forums that already exist.

I currently use UBB for all my Discussion Boards, which is based on PERL/CGI scripts. But with InfoPop's new pricing scheme I will probably be switching over to vBulletin this summer when my licenses expire.
