How do I create a selection with info from rows and columns

I am cuurently using CR8 Pro and need help creating a selection formula. Here is my problem:
I need to create a array selection formula based on info from two linked tables. However, the info required from one table is found in one field with multiple values. The other table has multiple fields with one value. This info is linked via a ProductID number.

Any suggestions would be appreciated.
