How do i control User Bandwidth? 2

I'm having problems where if one user is downloading none of the other users can connect to the Internet!
Is there a way of controlling the bandwidth so that if one or two users are downloading at the same time it doesn't affect any of the other users?
Can i control using the Bandwidth throttler in IIS?
 
you might want to buy additional hardware, it's the only way to restrict bandwidth...
We use Packeteer, but there will be other equipment that does pretty much the same I have not failed, I just found 10000 ways that don't work

In my company we use Proxy 2.0( yeah i know...)
And it has ability to automaticly restrict bandwith
on 30kb/s.If proxy does that than IIS should do better.
Do you use IIS just to support some other app?
You know what?Install Squid!It is Linux app that could be instaled on Windows with certain package( something like gnu32...i think).It does what you need better than other proxies and it is stable.
